Frank Welffens
Principal
Frank is a passionate and driven international development expert with more than 15 years of experience in program design, planning, management and implementation across West and East Africa in the areas of global health, digital economy, start-ups, and youth entrepreneurship. In his capacity as a Program Manager from 2010 through 2014, Frank coordinated program strategy and growth for international development agencies and foundations in 12 countries in Africa leading more than 70 country engagements, developing and cultivating relationships, building strategic partnerships between governments, private sector, and civil society organizations.
Frank started his career in development work experience at the International Monetary Fund in Washington, D.C. (2000-2008), administering institutional governance processes, distance learning initiatives, and coordinating capacity building for financial programming and policy in 185 member countries.
Country experience: Benin, Burkina Faso, Democratic Republic of Congo, Costa Rica, Côte d’Ivoire, Ghana, Guatemala, Guinea, Haiti, Kenya, Mali, Mozambique, Nigeria, Senegal, Singapore, Sudan, Tanzania (Zanzibar), Togo, United Arab Emirates, United States.
Since 2019, Frank has been developing digital platforms fostering network communities for the youth and entrepreneurs in West Africa.
From 2018 through 2021, he coordinated digital health and telemedecine projects designed to help address the problem of access to primary health care services in countries in West Africa including Mali, Côte d’Ivoire and Senegal. From 2016 to 2017, he provided technical support for the coordination of a Field Study and data collection project with local NGOs and UNHCR in health, education and access to livelihoods for refugees living in Kinshasa, DRC.
From 2009 to 2014, Frank coordinated the implementation of programs with USAID such as the development and design of a Toolkit for the MEASURE Demographic and Health Surveys, the Pandemic Response Program and the Disaster Preparedness Program of the Center for Global Health Engagement (CGHE) in 12 countries in Africa.
Early in his development work experience, Frank spent over 8 years from 2000 to 2008 at the International Monetary Fund (IMF) in Washington, D.C., developing the first eLearning programs on financial programming and policy in member countries, administering institutional governance processes, and implementing an innovative ecosystem of digital platforms powering the Board of Governors Voting System.
